Any player who has been dealt in to a hand may ask to see any called hand at showdown.
BUT...
Players should understand however, that this is not a right to be used at will.  The rule was originally create to identify and prevent collusion between players, and as such holds an accusatory tone if used in the proper context. 
Contrary to popular belief, the rule is not in place so as to "be able to gain information on an individuals playing or betting habits".

Over use of this rule is considered disruptive and will result in the player being asked to stop. 
Floor personnel can and will be called to further explain the rule if need be.

I wish more people understood this rule. 

A lot of the time in a big pot in the 5 or 10/150 games somebody who was not involved in the hand will ask to see the losing hand.  For me personally, I never want to see a losing hand.  If they volunteer the information, then yeah, that's great.  If they decide to muck it, then thats their perogotive aswell. 

If somebody asks to see my hand at a showdown and they weren't involved in the pot, I'll ask them if they think I'm cheating or colluding.  When they say no, then I'll say then you have no reason to see my hand because thats what the rule is to prevent.  I'm just trying to make them feel stupid and hopefully not ask again in the future.

There are times where a hand is played soooo strange that you just have to ask, but I've only maybe asked twice in 3 years of regular play.

I just try to muck really fast and get it in there good when the dealer isn't paying attention.  These people need to be punched in the face.

You may have, that doesn't mean I actually understood it.  I do remember you saying once it was just bad etiquette to ask to see a losing hand that was mucked.  I will be sure to make sure I ask people if they think I'm cheating though like allyourchips, I bet it's very effective.

Seen/heard last evening...
4/8 game, progression of hand irrelevant till the end with two players left, good size pot.

player A who was the BB bets out, player B who MP calls and shows a small flush.
Player A folds without showing his hand.

Someone asks to see the folded hand, dealer ceremoniously touches the hand to the muck and then flips it.
Player A goes insane.  Dealer explains that anyone at the table can ask to see a called hand at showdown.
"BUT I DIDNT CALL" screams player A ..." I BET"

This rule is in place to "prevent collusion" as admin stated.  The problem I see is some players use it just to "get the goat" of certain players by embarrassing them into showing their weak play.  As a dealer I am only on the table for half an hour and it is often hard to know who is overusing this rule.   It is then the players at the table who are responsible to let the dealers know who is abusing this rule and to keep track how often certain players use it.  I also try to remind players that are winners of the pot who are asking to see a losing hand that this hand WILL take the pot if it is a winner!  Truthfully, in general, I hate this rule and try to dissuade players from using it, as 99% of the time it is unnecessary, time consuming, and counterproductive!  I am constantly looking for any signs of collusion or cheating.  In 11 years at CAZ I have NEVER found any at my table, really!  (The action is so good you don't need it!)  Thanks all and may all your flushes not be toilets.........

Seen a big increase in the "overuse" or rather misunderstanding of this...way to many players think its a "right".
